Goku’s gonna struggle with a question like this, I’m not sure if he really understands what circumcision is. He’s doing his best, though. Maybe they went to the city for it, but I always imagined Gohan and Goten being home births up in the mountains. Goku’s birth was very different.

Because Freeza (or before him, Cold) provided them with technology and equipment. The Saiyans, being a warrior race, were just happy to have an overlord that supplied their vassal state with opportunities to go out and fight. Cold and Freeza never otherwise cared about any other facets of Saiyan culture (aside from his fear of Super Saiyan and Super Saiyan God, obviously, and we know what that led to)

I mean, you’re just making that up. It’s not supported by any of the media. It very much seems like planets that came under Frieza’s control were either wiped out and sold off or assimilated into a militaristic mono-culture.
Anyway, the canon in my work is that Frieza, having a psychological fixation on Saiya-jins and Saiya-jin virility, was subconsciously obsessed with controlling them while also fetishizing them, hence a desire to control their genitalia. This is an aspect of his racism as he’s characterized in works like Space Emperor Slut. Goku doesn’t know that, though.
